Conclusion
It is often asserted that if the United States has not fully and officially recognized the Armenian genocide yet, it is because the executive branch wants to spare Turkey, for geopolitical and strategic reasons. This assertion is true but does not shed light on an essential aspect of this issue: for decades Turkey has led an active and multifaceted lobbying effort to prevent such recognition. In other words, the U.S. nonrecognition of the Armenian genocide is not only about Middle East and Eurasia geopolitics, but also relates to decisions in Washington, DC, and therefore to power struggles between different factions and interest groups engaged on Capitol Hill. It seems obvious that the United States, which humanitarianly and officially supported the Armenians during the massacres and in the 1920s, would naturally be inclined to recognize the Armenian genocide. Symbolically, it would make perfect sense for the United States to do so, and that would strengthen the image of the human rights champion the country tries to convey. It would also make sense because a sizeable number of Armenian Americans want the United States to fully acknowledge the historical episode that changed the fate of their families. Through educational awareness and lobbying by the Armenian-American community, well organized mostly around the ANCA and the AAA, a significant amount of headway has occurred. But then, the intense, repeated, and diverse pressures of Turkey appear to be too strong in forcing administrations to pressure Congress to ensure it does not legislate on the matter.
